Aspirants launch non-cooperation movement

Staff Reporter

ITANAGAR, Jan 14: Apparently the situation at Tennis Court IG is looking grimmer with the protestors who are on fast unto death since January 12 decided to launch non-cooperation movement with the state government and the APPSC. The decision is in reaction to the government apathetic attitude towards their demands.  “If government has no any concern towards the lives of the protestors, we will not allow any doctor or magistrate to enter the dais to do any medical check-up,” said CC Chairman Israel Perme.

The CC further claimed that an ambulance which was stationed to monitor the health of Ujum Perying when she was on 96 hours hunger strike was withdrawn by the administration and the numbers of police personnel was also reportedly reduced.   Perme further added that if any untoward incident happen the government will be held responsible.

Alleging the government of attempting to divide the agitators, General Secretary, AAPSU Biru Nasi said that he will not leave the agitation till all demands are met. “We have come this far, we are part of history of Arunachal and we should be remembered as victors through non-violence means,” he added.

The latest bold movement could be a suicidal attempt from the part of volunteers as well as the consultative committee as it is risking the lives of four volunteers namely Prof. Dr Nani Bath, Biru Nasi, Patey Tayum and Mepe Ete who are on fast for last three days.  Moreover the health of the protestors is deteriorating day by day; among them Mepe Ete’s health is stated to be serious.

APPSC stalemate: Tacho and Dai likely to recuse themselves

ITANAGAR, Jan 14: The controversy arising out of alleged APPSCCE paper leak issue seems to be coming to an end as it is believed that Commission Chairman Dr Ligu Tacho and member Mamang Dai will ‘recuse’ themselves from their respective posts tomorrow, so that fresh exams are held without any trouble.

According to the sources, the two are giving serious thought over this move and most probably will make an announcement in this regard tomorrow.  The state government cannot take any action against them as constitutional provision related to the Commission protects them. Therefore the best case scenario is for the chairman and member to recuse on moral ground, the sources added. Also this will help in fair investigation of paper leak issue which Special Investigation Team has already started.

The APPSCCE aspirants lead by consultative committee has been demanding for immediate resignation of both.

Rajiv Gandhi University Political Science Professor, Dr. Nani Bath, All Arunachal Pradesh Students’ Union (AAPSU) General Secretary Biru Nasi, Arunachal Civil Society (ACS) Chairman, Patey Tayum and Consultative Committee (CC) member Mepe Ete are currently undergoing fast unto death at IG Park pressing for their demand.

Hunger strike finds support from  AAPSU, APCC & NES

Meanwhile, a team of All Arunachal Pradesh Students Union (AAPSU) led by Vice President (Protocol) Happy Toko and Convenor Tadar Kakum extended their solidarity to the agitators.  AAPSU team urged the government to listen to the protestors’ demands or else they will force to adopt other democratic means of protest.

Throwing its weight behind the agitating APPSCCE aspirants Arunachal Pradesh Congress Committee (APCC) President Padi Richo strongly appealed to the Chief Minister to recommend for the Presidential reference on the issue.

He also added that the Commission Chairman and Member should be morally resigned from their respective posts so that the Commission starts functioning smoothly.

Arunachal Pradesh Youth Congress (APYC) President Nyamar Karbak in a statement also requested the state government to address the APPSCCE aspirants’ demands to restore the faith on the Commission. Karbak further added that APYC will join the agitation if the government fails to recommend the Presidential Reference on the impasse at earliest.

The Nyishi Elite Society (NES) has expressed its unequivocal solidarity on the unprecedented peaceful democratic movement of the Consultative Committee of APPSCCE (Mains) 2013-14 on the question paper leak case of the Arunachal Pradesh Public Service Commission in September 2014. It should be an eye opener for the august constitutional institution to retrospect and rejuvenate itself in garnering the faith and aspirations of the denizen, particularly, the aspirants - the young generation who were the future of the nation, it said in a meeting held yesterday.

The quality of bureaucratic hierarchy in the Commission needs to be re-visited and re-vamped to infuse efficiency in to the system to be worth of the august constitutional office which identifies and selects the super talents to administer the state. This mass support for the first time should be taken positively as the guiding force towards this direction, it added.

The Society further said that the state Government must ensure that the Special Investigation Team (SIT) moves on a fast track to nail the culprit responsible for the paper leakage so that whoever may be involved are appropriately taken to task by ensuring speedy legal recourse, irrespective of status or positions by reaching to the crux of the issue.

The Society further welcomed the 12th January notification of the Arunachal Pradesh Public Service Commission to conduct the APPSCCE (Mains) 2013-14 afresh in entirety for all the subjects.

The Society further appealed to the Consultative Committee of APPSCCE (Mains) 2013-14 aspirants, not to take the movement to the residences of the Public Service Commission authorities or functionaries as it may be misconstrued as dilution of the sincerity of the movement for the genuine cause for our future generation by doubtful and personalized direction and the ethical values of the movement questioned.

It must be a ‘criminal hunting exercise and not personal hunting agenda’, the members observed.

The Nyishi Elite Society also implored upon the Consultative Committee of APPSCCE (M) 2013-14 to ensure that no anti-social elements overtly or covertly take advantage of this sincere movement in capitalizing in any form of  waging vendetta, personal  gains, political gains or cheap publicity stunt and also ensure that such elements don not be a part of this movement.

Meanwhile, Apatani Socio-Cultural Welfare Society (ASCWS), Itanagar has extended its solidarity with the Consultative Committee and the volunteers, who are on an indefinite hunger strike following APPCCE exam imbroglio.

The Society requested the authority concern to hear the genuine voice raised and deliver justice as soon as possible.

Rijiju keeping tap of APPSCE controversy

ITANAGAR, Jan 14: The Union Minister of State for Home Kiren Rijiju recently meet Chief Minister Nabam Tuki and Chief Secretary Ramesh Negi to discuss regarding the controversy arising out of APPSCCE paper leak issue. He expressed grave concern over the controversy which is threatening the future of the hundreds of students and sought an early end. He enquired about the steps initiated by state govt. to solve the problem. The MoS also suggested that an amicable solution should be achieved through discussion and within the ambit of constitutional provision relating to the Commission.

“Even though I could not meet or join with the protesters at IG Park, I feel their pain and have been constantly in touch with Chief Secretary to get the update. I have been putting regular pressure on state government to give patient hearing to the students who are fighting for their future and to arrive to a solution,” the MoS home told this daily. Liromoba bye-election: Cong-BJP in dilemma!

Amar Sangno

ITANAGAR, Jan 14:  With the declaration of bye-election for 27th Liromoba(ST) Assembly Constituency by the state Chief Electoral Officer, once again the battle line has drawn between the Congress and Bharatiya Janata Party in Arunachal political arena. Both the party offices are the busiest place these days as the prospective candidates are making bee line to propose themselves as right candidate for final showdown (bye-election) on 13th February 2015. The Congress and BJP are in dilemma to choose their right candidates for ensuing bye-election.

Let’s start with Congress dilemma !  The Congress party is seemingly battling to solve its own jigsaw-puzzle, after the demise of former chief minister Jarbom Gamlin. Reportedly, there is a  tussle between Jarsa Gamlin and his own sister Jarter Gamlin Ronya, a Zilla Parishad Member of Liromoba for the Congress ticket to succeed their late brother.

Earlier there was a speculation that Gamlin family will field only one candidate who will represent the family as well as the party but tussle between two siblings is all out open now. This was confirmed by Arunachal Pradesh Congress Committee President Padi Richo when being asked by this daily.

The party morality is ostensibly lopsided due to infighting siblings. This could be an advantage for their rival INC candidate Nyamar Karbak, who is also Arunachal Pradesh Youth Congress President. Karbak had served in Indian Youth Congress for many years and he is also a close aide of Chief Minister Nabam Tuki.

It is said that Karbak was given Congress ticket in 2009 election, however it was later given to late Jarbom Gamlin. Karbak is believed to have better linkage with the high command in New-Delhi also.  However, APCC president Padi Richo has refused to comment on the prospective candidate for Liromoba bye-election.

Similar situation is with the Bharatiya Janata Party (BJP) State Unit. The state BJP is under considerable pressure in finalizing it’s candidate for the bye-election. The name of four prospective candidates -- Bai Gadi, Lijum Ronya, Jarpum Gamlin and Mitum Boje are doing round. Three of them have applied for the party ticket, BJP state unit President Tai Tagak disclosed.  Bai Gadi a two-time contestant from the same constituency is also lobbying for the ticket this year. He consecutively lost the election to late Jarbom Gamlin in 2009 and again in 2014.

On the other hand former minister Lijum Ronya is seeking the BJP ticket on the ground of seniority.  But the ground of seniority as claimed by Ronya may be overlooked by the party for Mitum Boje who is believed to be backed by MoS for Home Affairs Kiren Rijiju. It is said that Boje has also better link with the BJP stalwarts at the central leadership.

However, Jarpum Gamlin, former Arunachal Press Club President and current BJP state unit media cell in-charge could be a dark horse in the race of party ticket. Though he is yet to apply for the ticket but his name is doing round as top contender. Insiders said that BJP national General Secretary Tapir Gao is reportedly campaigning for him (Jarpum) in the party offices of Delhi and Itanagar.  The tussle for party ticket often develops crack in every political party. Until the parties finalize ticket for candidates, let’s see whose name the party ticket does favor.

Thousands take holy dip at Parshuram Kund

ITANAGAR, Jan 14:  Thousands of devotees, including large number of sadhus from across the country took holy dip at Parshuram Kund in Lohit District on the occasion of Makar Sankranti.

The pilgrims started arriving at the holy spot two days ahead of the Sankranti in large numbers of vehicles.  As massive number of devotees including men, women and children thronged the kund, various organizations provided free food to the pilgrims at the mela site.

They include the Border Road Organization, Parshuram Sewa Samity and Manav Utthan Seva Samity of Tinsukia in neighbouring Assam besides some other NGOs.

Round the clock free medical services were also organized by ITBP, district medical authorities and Arunachal Pali Vidyapith. Volunteers to help the old and aged pilgrims and to control the crowd were provided by different organization.

The District police authorities made elaborate security arrangements and deployed adequate Police, IRBN and Para Military Forces including controlling the vast number of vehicles snaking the mountainous region to ensure safety and security of the devotees.

Before the advent of the season of the holy dip at the kund, the district administration led by its deputy commissioner, Dr. BM Mishra had held multiple coordination meeting to assess the preparedness of the various agencies for the upcoming mela. Roads were repaired, including the NH 52 from Tengapani to Parsuram Kund, concrete cement steps near bathing ghat were repaired and reinforced, road signs put up and public announcement system put in place.

However, despite the stiff preparedness for the holy dip, the DC Mishra and the superintendent of police Ved Prakash Surya too left no stone unturned in order to ensure the care of the pilgrims and their needs were attended to. They were at the location supervising the activities at the kund, having camped at the site from early morning onwards.

River in Lohit district has been regarded as holy place for Hindu devotees. Every year in the month of January, the devotees from abroad and country throng the Kund to take a holy dip in the river, and has its own importance. The legendary beheading of his mother by Parashuram and eventual penance followed by taking a bath in the so called Brahma Kund, has added religious significance to this naturally beautiful Kund. The legendary story of Parashuram Kund also finds its mention in many puranic texts in different ways.

And as the sun set for the day, at about 5 pm in the evening, the Mela Officer, EAC Wakro, D.Riba keeping track on the flow of pilgrims and devotees to the kund informed that about 11,035 have arrived to the pilgrims spot; and the flow, the officials informed is likely to see a spike by early morning, the next day. State seeks improvement in air connectivity

NEW DELHI, Jan 14: Chief Minister Nabam Tuki met Union Minister of State for Civil Aviation and Tourism (Independent Charge) Dr. Mahesh Sharma at New Delhi today and sought the latter’s support to improve the Air Connectivity scenario in Arunachal Pradesh. The Chief Minister reiterated the immediate need to introduce more commercial flights connecting the national capital of New Delhi to Lilabari, the nearest airport to Itanagar to benefit the passengers from Arunachal Pradesh.

In his submission to the Union Minister Tuki said “In view of the absence of a full-fledged Airport at Itanagar, the local populace of my State is dependent on flights mainly from neighboring Airports in Assam, particularly Lilabari which is at a distance of around 72 kms from the State Capital of Itanagar. Presently, ATR services are being operated from the Lilabari Airport by Allianz Air with the support from North Eastern Council (NEC) in the form of Viability Gap Funding (VGF). The services of Allianz to and from Lilabari were started to cater to the passengers from the North Bank of the Brahmaputra and more particularly those from Arunachal Pradesh. It may be mentioned from the collective experience that the services of Allianz are far from satisfactory.

There are problems related to the frequency of flights as well as the scheduling. The frequency of flights to Lilabari is not only low but also irregular. Moreover, the timeslots and schedule are not convenient for passengers as they do not in any way help in connecting them to important Airports. This service, which is being run as a circuit for the entire North Eastern Region has therefore diluted the rationale for connecting the passengers from the North Bank of the Brahmaputra and Arunachal Pradesh. Therefore, I would request you to introduce Boeing Services to and from Lilabari to New Delhi via Kolkata/Guwahati (at least four days a week) to overcome the aforementioned challenges. You may also recommend the private operators to start services in this sector to provide Air Connectivity for the people of our strategic State”.

He also discussed the pending sanction of the Greenfield Airport at Hollongi and requested the Union Minister to recommend the inclusion of the proposal in the Union Budget of 2015-16. While drawing the attention to the issue of DGCA audit and certification of nearly 120 helipads in different parts of Arunachal Pradesh, the CM requested the Minister to ask DGCA to complete the certification in the greater interests of ensuring safety standards. Secretary Planning Sonam Chombay, who was also present in the meeting flagged the issue of the installation of Instrument Landing Systems (ILS) in all the Advanced Landing Grounds (ALGs) of the state to facilitate operation of civilian aircrafts.

MP Ninong Ering requested Dr. Sharma who also holds the Tourism portfolio to extend necessary support to enhance the tourism potential in the State. While assuring the delegation, Dr. Sharma said that he would take necessary measures to expedite all the issues raised in the meeting within a week.

Later in the day, the Director General of Software Technology Parks of India (STPI) Dr. Omkar Rai called on the Chief Minister to finalise the modalities for setting up of a STPI Park at Itanagar. The decision to complete the modalities before Statehood Day was taken in the meeting.

Landmark judgment

In a landmark judgment, a Rampur court on Wednesday pronounced one-year jail term for Union minister of state for minority affairs Mukhtar Abbas Naqvi for breaching prohibitory orders during the 2009 Lok Sabha polls. However, the minister was granted bail by the court soon after. He was earlier convicted in the case.

The local administration along with election officials deserves round of applause for pursuing the case, so as to ensure that Mr Naqvi got punished for breaching the prohibitory orders. But sadly in Arunachal, the election related criminal cases are not taken seriously. During simultaneous Lokh Sabha and assembly election in the month of May last year, the Yazali police along with election commission flying squad member had seized Rs 1 crore allegedly belonging to the Congress party candidate. Even though the matter was taken to the police, there has been no outcome till date. After election got over, everybody has forgotten about it. Such kind of the lack of sincerity on the part of local administration and election official, encourages the candidates and their supporters to violate the model code of conduct in Arunachal without any fear. State need an example like that of Naqvi case.

'Alcohol Free Picnic’

Dear Editor,

An alcohol free picnic wherein no alcohol was allowed not even in camp fire was organized on 10 Jan 2015 in Siga village's Nalomuri field. The mentioned picnic itself is very significant in two ways. First, as the world is giving its full effort to eradicate the alcohol in-take especially among the youths or teenage, the youths of Siga themselves have endeavoured to begin the new trend of alcohol free picnic.

Second, it has become a trend and mind set-up that without alcohol there will be no meaning of picnic or there will no enjoyment in picnic.

We enjoyed the Picnic in full consciousness and it was a wonderful and joyous picnic ever without having any trouble. “Alcohol in-take needs big responsibility and most teenagers can’t handle the weight and also alcohol is the root cause of all trouble in picnic in particular and in society as a whole.

Nowadays it has become the mindset that without alcohol there can’t be enjoyment in the picnic but our picnic was most wonderful picnic ever and we hope that this will start a new trend of the 'Alcohol Free Picnic’.

Yours,

Tako Siga

Water woes of a town

Dear Editor,

A critical water shortage has hit Forest Colony, RWD and some other parts of Doimukh.

There is no denial that water is a rudimentary aspect of our daily requirements without which we cannot envisage a single moment of our life. So, it goes without saying that we have to be ever conscious for our requirements.

This all is being discussed because I would like to share some crucial views regarding water cut-off in Doimukh forest colony and some other parts which is a manmade disaster for which the survivors in the colony are facing dire consequences for more than a month.

Nevertheless, on the other hand the person who so ever is involved in giving such kind of stern difficulties must also have some sympathy for the people in the colony and cognate about their livelihoods, that what would be happening to their life without water and thereafter, they must do some ethical works which should not touch the sentiments of the people but , do something which gives worthy aftermath to the people, keeping in mind that there are many people who are totally dependent on that single source water pipeline.

“To Err Is Human” but this does not mean that we should learn after the mistake is committed. My opinion in this regard is that we have come across many situations and we have attained an age that we are capable enough to predict the outcomes of any action that we are going to take. If we overlook it , it becomes so late that we are not in a position and able to get back to our own feet.

Therefore, I vehemently exhort such impulsive decisions which goes beyond the resilience and give abrupt dire upshot and honestly like to request the person who so ever he/she may be, not to practice such kind of unscrupulous act that it would get in the way of the normal lives of people in the colony.

Retrospect on Lower Siang

Dear Editor,

Through the column of your esteemed daily, I would like to appeal the people of Lower Siang to introspect among themselves over the delay in declaring the headquarters. Why has the government taken such a long time? Why we have not been able to come to a consensus on the headquarter issue? Is it our lack of will power to come up above party based politics? Has Lower Siang become a political victim? Are there some people who are trying to hijack the issue with full force?  Are there people who are giving negative feedback to the government leading to this delay?

Is it the political gimmicks of our own elected leaders of 28th Likabali A/C or 36th Basar A/C?

Are we going back in time?

Everyone may please deeply introspect, so that we could achieve our goal as soon as possible.

Yours,

Kenmar Gibi
